Former Chief Minister of the Northern Provincial Council and leader of the Tamil Makkal Kuttani Party C. V. Wigneswaran says that the expectation of the people of the North is not a 'unitary' system of governance but a 'unitary' state concept. He further stated that the root cause of many of the crises in the country is the unitary state structure that centralizes power in one place.

He said that if the next constitution to be drafted re-establishes the unitary state foundation, it will lead to many serious problems in the future.

Although powers are limited to only one party in the unitary system, he believes that power is fairly distributed to all parties through a 'unitary' state model.

Wigneswaran emphasizes that a lasting solution to the problems of the people of the North can only be achieved by implementing this 'unitary' state concept that shares power in a proper manner.
