A recent audit report has revealed that the Road Development Authority lost revenue amounting to Rs. 4,614 million due to ticketing irregularities on expressways during the four-year, nine-month period from November 2019 to July 2024.

The audit disclosed that while over 133.8 million entry tickets were issued for the expressways during this period, exit tickets were not issued for more than 18.2 million vehicles. The report indicates that the Road Development Authority has lost nearly one million rupees daily due to this practice.

However, it is reported that the expressway management has failed to identify the staff members—including the cashiers—responsible for this fraud, nor have they taken disciplinary action or implemented measures to prevent such irregularities.

The audit report further reveals that cashiers on duty at the toll booths issued 241,964 tickets while altering the vehicle classification during the aforementioned period.

The report also points out that the incidence of such errors has been on the rise since 2019, primarily because no adequate internal control mechanism was introduced to regulate the alteration of vehicle classifications—whether resulting from cashier negligence or deliberate action.
